Sworn translation is required whenever a document issued by the authority of a certain country must have legal value in a country where another language is spoken and, more specifically:

It is needed to give legal value in Italy to a document issued in a foreign country and drawn up in a foreign language. In this case, sworn translation from the foreign language into Italian is required. [Example: the documents needed to apply for Italian citizenship (a birth certificate and criminal record certificate) must be first translated into Italian and then sworn].
It is also needed to give legal value in a foreign country to a document drawn up in Italy that must be presented to the authorities of a country where Italian is not an official language.
